UJIAN AKHIR NASIONAL ( UAN ) : PERMASALAHAN DAN ALTERNATIF PEMECAHANNYA
Abstract
This paper attempts to reveal the problems concerning the implementation of the National Final
Examination (UAN) and its solution for further policy. The result of the National Final
Examination which is nationally conducted determines the graduation of the high school
students. This policy is contradictory to the spirit of the School Based Curriculum (KTSP) in
which every school is given autonomy to set up its own curriculum, syllabus, lesson plan, and
material for the teaching and learning process. Therefore, if the result of the National Final
Exam (UAN) is considered as the main instrument of deciding the students to graduate without
considering the different status, facilities, and human resources of the schools in Indonesia then it
is improper to be continued. As a matter of fact that many of the schools which have very limited
facilities, status and unqualified human resources fail to make the students to get satisfactory
result of the UAN even reaching to 100% failure. It is therefore suggested that the government
should reevaluate its policy and the following suggestions can be taken into consideration for
the betterment. First, The result of UAN should not be taken as the main instrument of deciding
the students to graduate but can be used as a prerequisite requirement for the enrolment of
further study. Second, the schools are given their authority to decide their students to graduate by
referring to their portfolio and their result of the UAN.
